Every time you try to get into saffron city you get stopped?
If you are talking about Pokemon red, blue, yellow (with 151 Pokemon there, not the newer one), to pass by you have to buy a drink somewhere. You buy it in a big building in a town where do you battle with Erica( that gym leader with GRASS-type Pokemon). Go to the top of that store( to get to the top you have to use stairs) and buy any drink there. Then come back to the place where you were stopped and talk to the police. They will then let you go. This is not a cheat or action replay( or somewhat used for cheating, how you call it). You just have to give them a drink because they're thirsty. I hope this helps a lot. :)

There is no blocked gate, just a thirsty guard who won't let you past them and get into Saffron city unless you get them a drink from the Celadon Dept. store from the vending machine. All four guards won't let you past, by the way but the good news is that you only need to buy one drink because they all share the same drink.
