well i suggest you save up your master balls and when you fight against groudon you use the master ball.
i have emerald and i did the same thing for rayquaza.
what i want to try is getting groudon kyogre and rayquaza, so i restarted my game-
technically speaking you can get all three thanks to master balls since they (apparently) never fail.

You can't catch Groudon in Sapphire. Groudon is avaible only in Ruby and Emerald.
