How do you catch the legendary dogs in soul silver?

After having the first encounter with the Legendary Dogs in Burned Tower, they will all roam around Johto. Entei, Suicune, Raikou will roam in Johto, needing to be tracked down to be able to pinpoint their location. To find them, bring a Pokemon that know Hyposis or Sleep Powder with a high speed stat to make it go first. If you fail to go first, they will flee. Sometimes, if you can't find it using the Pokedex, you will need to run around in several areas of Johto to encounter it in the wild.

When you encounter it again, make it fall asleep, then bring its HP down to yellow at least. Throw Ultra Balls until you can catch it. It may wake up and flee again, but keep trying. It's recommended to bring Pokemon at least level 35, since they will appear as level 40.

Raikou, Entei and Suicune will all roam around in Pokemon Gold so you just need to eventually run into them as you walk around the region however they will all run away the first chance they get once you encounter them and while you could use Mean Look to block them from escaping however Entei and Raikou would be capable of knowing Roar which they could use in order to escape from battle if you use Mean Look on them.

Raikou and Entei will roam around in HeartGold and you can track down Suicune in the Johto and Kanto regions until Suicune eventually stops on the Cerulean Cape which is by Bill's House in Kanto.

It's like catching Latios and Latias in Pokemon Ruby and Sapphire. After you've met them in Ecruteak, Raikou and Entei will appear on your PokeGear. When you catch up to them, make sure every time you meet them you either weaken or put it to sleep, poison it, paralyze it etc (sleep will still run away) over time it will be weak enough for you to throw balls at it, just go nuts.
