∙ 15y agoYou MUST beat the Elite Four and have at least 60 Pokemon in your Pokedex.
When you beat the Elite Four, you'll be prompted to save. Once this save completes, you can reset your game and reload to find yourself in front of your house at Pallet Town. Go to Prof. Oak's lab and speak with him; he'll give you the (inter)National Pokedex, so you can record info on Pokemon from outside of Kanto (numbered higher than 151 in the Pokedex).
Once you have the National Pokedex, head to ONE ISLAND and speak to Celio, who will say he needs a ruby to upgrade his computer, which he has been unable to find. After you have talked to Celio, AND have the National Pokedex, the Team Rocket members in Mt. Ember will fight you.
P.S. The trainers on these new islands have Pokemon from the high 40s and the mid 50s. Be prepared with items if you are new to the area. If you have the VS seeker and an EXP. share, these islands are GREAT for making Pokemon stronger or making them evolve. thanks so much!

∙ 11y agoI think it's the same in Fire red and Leaf green. In Fire red you have to talk to the man in the pokemon center(I don't remember his name, but it's the internet-dude). Then he'll ask you to help him. he need a ruby and a sapphire to complete his generator. You'll find the ruby inside of the cave which is hidden behind the TR-grunts. When you go back, you'll se them talk about a password. You don't need to remember this. When they're finnish talking, you can defeat them.
