Go up to it and press A. It will it will babble on for a bit then it will ask you a yes or no question. Press yes. You will need a friend to go down into the underground and keep coming out until you've done this 36 times. Then go back to the crumbling tower that you put the odd keystone in and press A. And tada a spirtomb!
