After you beat the elite four and rival, he is in cerulean cave on the west side of cerulean city, on the outside nugget bridge. You have to surf to get to the cave entrance and it won't be open unless you've beaten the elite four. Te cave is pretty long and has Pokemon levels 40-60s in it. Mewtwo is at the end of the cave/tunnel whatever and he'll be level seventy. I think he knows psychic swift recover and somethin else when you find him.
