If you have, the all you have to do is go to Ecruteak City and go to the dance stadium,there the 6 Kimono Girls will be waiting for you. You have to battle the 6 Kimono Girls, They will each have one evolution of Evee as their only Pokemon. After you beat them, the main Kimono Girl gives you an item called the Tidal Bell. The Kimono Girls tell you that they are going to be waiting for you at Whirl Islands. I think they also give you a master ball.(If you already obtained it then my mistake.) You travel to Whirl Islands and capture Lugia. (You should teach one of your Pokemon the move Flash before entering Whirl Islands) P.S.I thought the cut scene when Lugia awakened and appeared from the waterfalls was really cool!

Once you get the Rainbow Wing, which someone will walk up to you and give you on HeartGold. In SoulSilver you get it in pewter city by talking to an old man in Pewter City. After beating all eight gyms, Elm will call you, go to where he is and talk to him. Defeat all five Kimono girls in battle. Afterwards, they will give you the Clear Bell. Go to Tin Tower by going through the Bell Chime Tower. Go to the top and the kimono girls will be there. They will start dancing and the bells chime and Ho-Oh appears. I suggest using Ultra Balls.
