If you haven't completed the "Appa's New Saddle" mission before you're prompted to get the paste, then the new saddle mission becomes mandatory. Remember, you need 5 hard leather strips. You can earn them by defeating enemies or you can even make them at a crafter or herbalist. Each hard leather strip requires 1 regular leather strip and 1 pot of honey.

∙ 11y agoBe sure to complete the "Appa's New Saddle" quest first. If you haven't, then defeat enemies to collect 5 hard leather strips. You can also make hard leather strips by going to an herbalist or crafter. For each hard leather strip, you'll need one regular leather strip and one pot of honey. After that quest is complete, go to where you began the level, close to the huge fountain. Head to the west of the fountain until you see a path of stairs. Go up the stairs; the path will lead you straight to the merchant selling the paste (he'll be at the very end)

Then go south and down the stairs. You'll come to a huge fountain. Go to the west and just before the fountain ends, there's a set of stairs. Go up those. That path has no extra paths, so just simply follow the course. The merchant with the paste is at the end of the road
