Catch a Magikarp. It will only know Splash & Tackle. You can't use a water stone on Magikarp. You will have to power up your Magikarp to level 20. Once it is level 20, it wil evolve into a Gyarados. You cannot teach Magikarp new abilities until it is a Gyarados.
Note: For Magikarp to evolve, TRAIN it until it IS level 20! After it evolves, you can teach it new moves such as Surf & Dragon Rage.
