In Pokemon Red and Blue, Bulbasaur is a Starter Pokemon at Professor Oak's lab.
In Pokemon Yellow, one can be obtained from a girl in Cerulean City if Pikachu's happiness is high enough.
In Gold, Silver, and Crystal, they must be traded from a Generation I game via Time Capsule.
In Ruby, Sapphire, and Emerald, they must be traded.

First, you need to have the game called Pokemon LeafGreen or Pokemon FireRed. Then you need to start a new game. When the game starts, you will find yourself at your house, in your bedroom. Get out of your house and you will find pallet town. Go to the grass patches, that's where Pokemon appear! Before you take your first step in the patches, Professor Oak comes to stop you! He takes you to his lab. Your rival is there! Professor Oak lets you choose a Pokemon! The Pokemon are: Bulbasaur, Squirtle, Charmander. Choose Bulbasaur. Your rival choose's Charmander! Before you leave the lab, Your rival challenges you to a battle! You might lose but it doesn't matter. After the battle, you get out of Pallet town and enjoy the journey!
Bulbasaur can be obtained by defeating all 8 Johto gyms and the Elite Four.
Once than is complete, and you have entered into Viridian City, just run south until you arrive in Pallet Town. :D
The wonderful Proffessor Oak will be there just chilling in his lab with three Pokeballs. There, you may choose either Charmander, Bulbasaur, or Squirtle. (I chose Bulbasaur, evolved it into an Ivysaur and gave it an Everstone.)

If you have an Action Replay, there should be a preloaded code to allow you to capture trainer Pokemon. Go to the second to last place you see Suicune (Route 13) and there should be an older looking gentleman who is looking for a battle. The first Pokemon he sends out just happens to be a Bulbasaur. With this code on, go to your bag and use any Pokeball you desire.
