go to the route south of snowpoint city and head to the rock with ice on it, with eevee in your party. now, walk around the grass nearest the rock. beat wild Pokemon to get eevee to level up. eevee is now evolving into glaceon! ( it worked for me, no cheats ever done on it, so, it should work 99.9% chance, with Video Games, there's no 100%)
