you go to cerulean city and talk to an old man. he asks you to trade his jynx (nicknamed zynx) for a poliwhirl. you can catch them in veridian city using a super rod.
the old man is in the house to the left of the Pokemon center.
You can also go to 4 island and use super rod to catch poliwhirl right before you enter ice fall cave or when you are in it.
