The only way to get Mewtwo in Emerald is to trade it from Fire Red or Leaf Green.You can not get Mewtwo in Emerald. Trade from a game that has it.
With a master ball

Mewtwo is a psychic type introduced in generation 1. However, you can't find Mewtwo until the FireRed/LeafGreen games. If you want Mewtwo on Emerald, you'll have to find it in a later game and then trade. You can find Mewtwo in the Cerulean Cave in FireRed/LeafGreen, HeartGold/SoulSilver and you can find it in the Unknown Dungeon in X/Y.
