first of u need to beat the elite four. (it says to beat them 2 times, but i only beat them once) so after u beat them go to cerulean city to the cave above it. and find your way through there and you will find I'm after u surf to him. u have a master ball u can use it but recommended not too used master ball when i could of used ultra ball) (oops) and then u can get the rest of the Pokemon.
