I can think of 2 ways to do this. The first one is probably the easiest. You can keep beating Leo in a duel until he gives it to you. But he will only give you a card once in a few duels. Also he will only give you a card if you win the duel. That's the way I'd recommend. The only side effect is that you may have to duel him a lot to get the card. The other way is to try and unlock the card pack that Power Tool Dragon is in and try and buy it. If you have the card list for that pack and you still don't have it, then put in the password for it in the world championship. In case you try the second method, the code for Power Tool Dragon is 02403771.
