To get a togetic, you first need to get a Togepi. These can be found by Surfing to a small island to the right of the Fight Area. You use the PokeRadar to search for the Togepi, and eventually it should pop up and you should be able to catch it. Use a luxury ball, because Togepi evolves with love. Next, give it the soothe bell, and have it fight in battle. Heal it as soon as it gets hurt. Also, get it a massage at Vielstone, or in the Resort Area (if you have membership access). After all of that, give it a rare candy or so, and it should evolve into a Togetic.
