There's only two ways to do this (without cheating):
1. The easiest way to do it would be to start a brand new game of either FireRed or LeafGreen and choose Bulbasaur as your starter. Once you have done this, you can use the Pal Park in Diamond to transfer it over (Note: You may need more than one Pokémon in FireRed or LeafGreen to be able to use the Pal Park, I don't remember exactly. Also, you'll need to beat the Elite Four in Diamond, and obtain the National Pokédex.)
2. Get it in HeartGold/SoulSilver and trade it over. The way to do this is to beat all 16 gym leaders AND Red, and go to Professor Oak's laboratory in Pallet. He will give you a choice between the three Kanto starters: Bulbasaur, Charmander, and Squirtle.
Other than that, the only other way to do it is to cheat. Hope this helps!

Getting BulbasaurI suppose your only chance would be to receive Bulbasaur through Migration. You can get Bulbasaur in Pokemon FireRed/LeafGreen. Oh, and you can breed Bulbasaur using the Day-Care.
No. Bulbasaur is a Starter Pokemon from a different region besides Sinnoh, so you will have to trade somebody with a different Pokemon game for it.
You cannot catch bulbasaur in diamond and pearl. If you have firered or leafgreen can set 6 Pokemon free in pal park and catch them there.
