The way you get mewtwo is to defeat all the Gym Leaders in Hanto after that you will unlock a map basicly you go around it a few times you will only see 4 Pokemon those four are only one in the map.After aout 10-30 moves if you are lucky either mew or mewtwo will show up they aren't that rare so they should be easy to find hope this helps :) I once found mine with only 3 moves
