You'll need to have obtained the National Dex. Go to Sandgem Town. In Lucas' / Dawn's House, talk to their little sister in front of the TV. Everyday, she will give you the area of a random swarm.
Eventually, you'll get to find a swarm of Drowzee. They will be located on Route 215. That's just west of Veilstone City. Make sure you're stocked with Pokeballs, then Fly or travel there. My suggestion? Use a Dark-Type or a Pokemon with the ability Insomnia. Once its health is low, throw a Pokeball.
