There isn't a good way to do it without cheats.
Shiny Pokémon come as a result of specific values that are rare to come across. Unless you have a way to cheat and get it, it's best to not hope to get one.
Answer to get both simply trade :)To get mudkip or torchic you can start with mudkip or torchic at the beginning of the game but you do need to trade to get the ones you don't have.
Internal battery has no effect with shiny pkmn
Torchic was the Fire type starter in Pokemon Ruby, Sapphire, and Emerald. It is not naturally available in the generation four games, and in Pokemon Pearl the only way to obtain one is through a trade.
You can use gameshark to create shiny pokemon, but I don't prefer cheating.
I don't think you can... unless you trade it from Ruby, Sapphire, or Emerald
To get a Shiny Torchic the legit way you must be really lucky and hatch a Torchi egg into a Shiny Torchic. However you can get a cheat device and spawn one in the game.
Nowhere, as you can't catch a Torchic in the wild. If you want a Torchic, you'll have to trade it from another Ruby/Sapphire/Emerald game.
Torchic evolves into Combusken at Level 16.In Emerald it is at Level 17.
Treecko, Torchic, and Mudkip.
torchic
The only way to get a Torchic in Emerald is if you chose it as your starter at the beginning of the game.
The starter Pokemon are Treecko,Torchic and Mudkip.
