Actually, I didn't use a silph scope. Just buy a poke doll at the Celadon Department. and go to the ghost tower in lavender town and go to the very top floor where you'll find Mr. Fuji and you need to fight with the Team Rockets. When you try to go to the last staircase, there will be something strange. it will be a dead evolution of cubone. when you kind of fight, use the poke doll! good luck
