Unown are found differently depending on the game you are playing.

In Gold, Silver, Crystal, Heart Gold, and Soul Silver, certain forms of Unown appear when you solve each puzzle at the Ruins of Alph, as detailed below:

Kabuto puzzle: A, B, C, D, E, F, G, H, I, J

Omanyte puzzle: K, L, M, N, O, P, Q

Aerodactyl puzzle: R, S, T, U, V

Ho-Oh puzzle: W, X, Y, Z

The ? and ! Unown were not created until Generation III, and therefore cannot be caught in Gold, Silver, or Crystal. However, in Heart Gold and Soul Silver, after catching the above 26, a gold plate will appear in the entrance room of the Ruins. Examine it, and then a researcher will come by and talk to you. After that, the final two forms will be able to be caught in that room.

In Fire Red and Leaf Green, Unown are found in the Tanoby Ruins on Seven Island. First, you will need to solve the Tanoby Key in Sevault Canyon, for which you will need Strength. After that, you will be able to find Unown in the Tanoby Chambers, though only certain forms in each:

Liptoo Chamber: C, D, H, O, U

Weepth Chamber: E, I, N, S

Dilford Chamber: J, L, P, Q, R

Scufib Chamber: F, G, K, T, Y

Rixy Chamber: B, M, V, W, X

Viapois Chamber: Z, !

In Diamond, Pearl, and Platinum, the Unown are found in the Solaceon Ruins. If you follow the directions that are enscribed at the entrance, you will find Unown of a certain pattern in each successive room:

Chamber 2: F

Chamber 3: R

Chamber 4: I

Chamber 5: E

Chamber 6: N

Chamber 7: D

The other twenty forms are found randomly throughout the Ruins in the dead end rooms that are reached by disobeying the directions in the first room.

As for the ? and ! forms, once you have caught the other 26, head to the Ruin Maniac Cave on Route 214; you will find that the eponymous maniac has made it the Maniac Tunnel. On the other end, you will be able to access the upper floors of the Solaceon Ruins, where you can find the ? and ! forms.

You will need to complete all four picture puzzles and all four word puzzles (Escape - use an escape rope, Light - use the move Flash, Water - use a water stone, and Ho-oh - have Ho-oh in your party).

As you complete each picture puzzle, more alphabet Unown will appear in the underground hall. You will need to catch all 26 of them.

After that, you need to talk to a researcher in the Research Center until he has nothing left to tell you. A new inscription will have appeared in the hall entrance. When you activate it the researcher will talk to you again.

Now ! and ? Unown should appear in the hall entrance.
