You need to heal the Miltank with 10 Oran Berries, then the girl on the left will give you the Ball Capsule seal Case. Then in Olivine city, south of there, go in front of the pokemart. go left and then go up. you'll find two houses, the one on the left will trade his krabby for a voltorb. the one on the right has two girls in it. the younger looking one will give you random amounts of three kinds of seals every day.
seals can be put on ball capsules in most any PC. you can't deposit Pokemon with a ball capsule. take it off first
