Do get charizard in Pokemon soul silver/heartgold you first beat the elite four, got to mount silver and defeat red, and then after that professor oak will call u and tell u to come to his lab. There u talk to him and he'll let you choose a pokeball. Inside the pokeballs are squirtle,bulbasaur, and charmander. Then you simply level it up till u get a charizard. Or you can just palpark a charizard from fire red or leaf green.
