You can't get a Deoxys in Pokemon Platinum through normal game play. You have to migrate a Deoxys through Pal Park from a Ruby, Sapphire, or Emerald version where you already had Deoxys. Another way (again, not through normal game play) to get Deoxys is to get it in a trade from a friend via wireless or Wi-Fi. However, there is a cheater's method. You need to get a separate piece of hardware, known as an AR, or just Action Replay. It is a cheating device, where you can enter a code to do whatever you want, and is available at some consumer electronic stores in the video game section. It runs around $20-$30, but if you are able to get the right code (which is usually extremely long), you can get Deoxys through cheating, or 'hacking'. Possibly, at some point in time, there might be a Pokemon event that gives out Deoxys again, but it is highly unlikely, so the previous steps are the only ways to get deoxys.
