you have to put it INSIDE the system of Zoo Tycoon 2, you can find the system in Microsoft games then the dragons will apear in the game. Open local disk c in my computer, open program file, find zoo tycoon 2 and insert the file you got from zoo tycoon volcano. I'm really sorry if it does not for you, I will find a way soon.
