If you are talking about emerald then all you have to do is talk to a person in the weather station to figure out where the weather is messed up. Once they give you a route you should go there. Be prepared with a team that can withstand a level 70's wrath! Before going to the route be sure to have SURF and DIVE. You will surf on the water and search all dive spots. Eventually you will find the underwater cave and you will be able to challenge kyogre.
