The spa is inside the Ribbon mansion on the 2nd floor in the Resort Area. You get there after beating the Elite 4 and gaining the National dex. Jump on a boat from Snowpoint city and when you get to the battle area go as far right as you can (surfing involved). To get into the ribbon mansion you need at least 10 different ribbons. (footprint ribbon, champion ribbon, normal rank ribbons great ranks etc etc.) just make sure they are 10 different ones and your in.
