How do you get rayqaza in Pokemon SoulSilver?

defeat red then get koen starter from the guy at kanto starter from prof oak then go to the tower in safron get the hoen starter from guy at desk then go to the embeeded tower get groudon then get kyogre from heart gold talk to prof oak get the jade orb and go back to the embeeded tower and here is rayqaza

If you mean RAYQUAZA...

First, you need to catch GROUDON from the Embedded Tower, and the you need a KYOGRE.

Sounds easy, huh? Well, it's not! Both GROUDON and KYOGRE have to be from the Embedded Tower. So the only way of doing this is getting a KYOGRE from a HeartGold game.

NOTE: THIS IS ALSO THE SAME WITH HEARTGOLD, BUT IN A DIFFERENT ORDER.

Then, when you get both, have them both in your party, go talk to professor Oak, and he will give you the Jade Orb.

Now, all there is to do is go back to the Embedded Tower and RAYQUAZA will be there at level 50.

2ND NOTE: Bring lots of balls, it is harder to catch than GROUDON/KYOGRE.

if you mean rayquaza, you have to migrate it from Pokemon Ruby, Sapphire or emerald

By raxaza, do you mean Rayquaza? If so you need to get the Groudon from SoulSilver and

the Kyogre from HeartGold and talk to Prof. Elm.
