How do you get the copycats doll in Pokemon SoulSilver?

Requirements: Return the Machine Part to the Power Plant.

Saffron City

----------------

At any point after restoring the Power Plant in Cerulean City, fly here. Go up

from the Pokemon Center about two streets on the left side and enter the only

house with a door here with the purple colouring.

Go up to the second floor of the house and talk to the girl here. This is

Copycat, who has lost her Clefairy doll. You might notice the dolls in her house

have been revamped; there's now a Nosepass, Banette and Cherrim doll as well as

a Blissey downstairs compared to the Chansey that it used to be. The Banette

may not even be a doll, actually... Watch out, it may steal your soul!

Exit the house and fly to Vermilion.

Vermilion City

----------------

Enter the fan club in the bottom left of the town, a bit above the gym. Talk

to the fat guy to get the CLEFAIRY DOLL, which we need to return to Copycat.

Exit the building now and none other than Steven Stone will be there! He'll

talk to you and tell you about a Pokemon roaming the Kanto region for a Soul

Dew. If you're playing Heart Gold, you'll now have a chance of seeing Latias

around the Kanto region and if you're playing Soul Silver, then you have a

chance of seeing Latios. The Lati are like Entei and Raikou in that they run

around the region randomly and run as soon as they are encountered, but unlike

the beasts they will run before you if your Pokemon is slower! Using the Master

Ball for this eon Pokemon is highly recommended. Their data is as follows:

I'd recommend going after them between Routes 24/25, since they're connected

and there is grass in both of them. It would be best if you brought along

something like a Wobbuffet as well, since Shadow Tag will stop them from

running and allow you to throw more than one ball at a time. Love Balls may not

be a bad idea here since you can match with the opposite gender for a very high

capture rate. Love Balls are gotten by giving Pink Apricorns to Kurt. To find

where they are, remember you can use the PokeGear Map to track their movements

around Kanto, and know when to go in the grass to look for them. They have no

special music when encountered but the screen will shake wildly before entering

the battle so you'll know prior to actually seeing them. If you're lucky, you

can go into the route just above Vermilion and find them in Route 6. Latias

started in Route 7 for me, so I got lucky there. The route it starts off on

may be completely random though. On a final note, if you happen to knock out

Latias/os by accident, it will reappear again once you beat the Elite Four, with

a new set of IVs and a new nature.

Either way, get yourself to Saffron City.

Saffron City

Enter Copycat's house again and talk to Copycat. You'll give her back the doll

and get the PASS in exchange, which allows you to use the magnet train to go

between Saffron City in Kanto and Goldenrod City in Johto. Unfortunately

it's faster to just fly to the Indigo Plateau and then to Kanto, so it's really

pointless apart from completion purposes, but at least we got a legend out of

it, right? The Magnet Train has a nice cutscene too, so I would recommend that

you try it at least once.

Here is how to get her doll back.

1. Talk to Copycat in Saffron City.

2. Enter green house by Pokemon center in Vermillion City.

3. Talk to man who is standing next to the table.

4. He will give you the doll.

5. Go outside and fly back to Copycat's house.

6. Copycat will reward you with a magnet train pass.

(After getting the doll back you will be informed that Latios/Latias has been sighted in Kanto.)
