How do you get the fifth badge on Pokemon ruby version?

First, you have to talk to the Galactic Grunt dude in Pastoria City a couple paces right of the Great Marsh steps. Then you chase him but be prepared because your friend will want to battle you. Keep chasing him until he finally decides to battle you. After you defeat him walk over to the lake and talk to Cynthia. She'll give you a secret potion so that you can move the Psyduck blocking the way to Celestic Town. After you receive the Secret Potion the Gym Leader will return to Hearthome City. After getting the 4th badge in Veilstone, Dawn will pop up and say team galactic stole her pokedex. Stroll aroung town until you see Dawn with 2 galagtic grunts. Defeat them and go to Pastoria city. Talk to the Galactic Grunt and chase him. Your rival will pop up and battle you. You think you lost Galactic Grunt but you go to the shore. Keep following the shore line until you reach a hotel. When your there walk around the hotel and chase the Galactic grunt. You will have to battle him and after that talk to Cynthia and she will give you a secret potion. Use the secret position on the psyducks who are beside the MooMoo milk place. Go to Celcest town or whatever. Deafeat the Galactic grunt guy in front of the ruins. Go inside the ruins and an old lady will pop up and give you surf. Go back to hearthome and the gym leader will be there.

its pretty easy if u have surf with a powerful water type pokemon.surf is found in the last part of the safari zone. or you can just trade a Pokemon with surf to your game and get the badge that way.

You have to go through the lighthouse and talk to Jasmine. Then you have to surf to ciniwood city or island or whatever it's called. there you can beat the fighting gym leader. i think that is the fifth. Any way there is a lady who gives you fly once you beat the fifth gym leader. You can get super potion from the guy in the southwest building. you also have to beat that guy that is following suicune in the north part of the island. After you d all that you fly back to olivine city and take the elevator up to Jasmine and give her the super potion. She gives it to her Pokemon. and you can beat her.
