To be able to get into the Dotted Hole, you first need to go to four island and defeat the rockets past the waterfall in the cave. Once that is done then you can enter dotted hole. Make sure to have CUT!

∙ 12y agoHead to four island and find the cave in the northeast in here you must find HM7 which is waterfall then teach it to a Pokemon that can learn it then go up the waterfall in the cave go to the ladder you will find lorelei and rockets beat the rocket they will leave talk to lorelei then leave and go to six island go to dotted hole and the guy will not be there now use Cut to open the door.
