You need to complete a sidequest first in order for him to move. Go to Four Island and enter Icefall Cave find HM07 by using the ice to slide your way to a floor where the HM is placed. Use the move Watefall contained in HM07 to climb the waterfall at the start of the cave then go to the ladder you will find some rockets and Lorelei take on the rocket grunt and then speak to Lorelei then you when you go back to dotted hole the guy should be gone.
