first of all you need to get HM surf to do this you go all the way to jubilife city and there is a little bit hedding of to the left you go through there and talk to evervone then there is a big bit of sea. you have to go to the top wooden bit. Then you surf left for along time, wen you get to a bit of land go down and left and through the little bulding you should be there by now so go beat the gym leader!
In Platinum there are 2 trainers fighting. NO WAY how to get them out of the way.
