You don't need the liberty ticket to go to liberty island. You can just talk to the guy in Castelia City and he will take you there. You cannot do anything there except walk around. Victini does not appear again.

∙ 13y agoYou have to get it through a wifi event, so from your main menu before continuing, select mystery gift and use wifi to get it! Only lasts from March 6th to April 10th in America.
