Yes you can get Victini as long as you still have the Liberty Pass but once you have caught it, you cannot get a secondary one during your current save file.

first you need to get the liberty pass. To get that you go to the menu screen when you first get on the game, then scroll down until you get to mystery gift. click on that and receive gift through wi-fi. it may take a while to search for it. click yes to do you want this gift. the gift will be in a place where they heal the Pokemon being held by the mail person. then in the city with the insect gym leader, the city starts with a c, go to the farthest left dock and go on the yellow boat. when you get to the island go around the island clockwise, battle all the team plasma dudes, and go in the light house to the basement. victini is there by a new team plasma member. first, battle him. Then, you try to catch it. if you make it faint or if you run away or lose, you are still able to try again. go back to the city and then back to the island. victini is back in the lighthouse. save the game when you catch it. (note: victini will still be there until you catch it.)

Unfortunately, no. If it's victini that you want, they also distributed a special victini that had fusion bolt, fusion flare, v-create and searing shot but that's already over. If you haven't got a victini and you still want one, you just have to hope that someone wants to give it away via the global trade station.
