How do you get the pokedex data on prinplup if your starter is turtwig even though i defeated volkner but still i didnt saw a prinplup?

Piplup is number 007, Prinplup is 008 and Empoleon is 009. If you don't see a picture of the Pokemon when you go on the number it means you haven't seen it before and the name beside the number will be ----- . If you see a Pokemon it will be added to the pokedex but the information won't be there but the name and picture will be in there (plus the forms, cry, size, info and area.)
