To get the pokeflute station in heart gold you need to help the power plant by beating the team rocket grunt. You will have to go to the powere plant and talk to the fat guy on the riser. Once you finish talking to the fat guy go back to Cerulean City and go to the gym and a team rocket member will bump into you as fast as he can and talk then run away. then go to the cape(the gold bridge)and you will see him hide in between a guy and a girl on a date go and talk to him he will say"i tried to hide but-"and i cant remember the rest,and he will want to battle you.He hasa L.v.30 golbat(super easy to beat)(recomends a fire or fighting type)then he will tell you where it is.it is at the cerulen gym.Surf to the middle tube and then click a and it will say you found a black item and then you go back to the powere plant (on route 10 regardless of what the map says surf there by goin from the gym 2 steps down,8steps right,9down,5right,14up,16right.by now you should be on route 9.13down,9right,2down,jump,26right(aviod battle move along rocks)1down(battle person)after battle1down,14right,9up,10right,jump,6right(right behind person),down1,13right,(edge of grass)4up,9right,(edge of water)now surf.give it to people.and then go to lavender town talk to dude in hat sitting on chair and he will give you a upgraded radio station now go to snorelax and stand right next to him and use your moving pad andmove your radio station all the way to the top! :D :)
