There is no such thing as a blue ruby. In Pokemon Fire Red there is a blue sapphire, and a red ruby. If you are looking for the red ruby, it can be found at Mt. Ember (north of One Island). If you are looking for the blue sapphire, it can be found at the Dotted Hole on the south end of Six Island (to get into this, use cut on the entrance, then drop down the hole. From there, drop down the holes in this order: up, left, right, down). When you get the sapphire, a guy will come and take it. To get it back, go through the Team Rocket warehouse on Five Island (go east then south from the pokecenter).
