In Soul Silver, after beating Clair, you go to the Dragon's Den, and battle the trainers. Go to the little house, and take the quiz. Say all the nice answers, even if u don't mean them, and the monk dude will give you a long speech about loving and caring for your pokemon, and then, Clair will come in thinking u failed, just like her. But, u passed, so she'll be all mad, and the monk dude will give u the Silver Wing. Same thing in Heart Gold, only u get the Rainbow Wing.
In Soul Silver, you go to Pewter City, and go to the man on the ledge next to the Poke Mart. He'll say,"oh, you remind me of when I was a young lad, here, have this" and he'll give u the Rainbow Wing. Same thing in Heart Gold, only you get the Silver Wing.
