Go to lake of rage talk to red gyarados defeat it, run away from it, or catch it. When you get back on land, Lance will appear behind a sign talk then go back to Mahogany town go to the building in the middle of the town. Beat team rocket, go to gym beat Pryce, and then Prof Elm calls you saying team rocket took over radio tower in Goldenrod. Return to Goldenrod beat Team Rocket there, and you will receive the Rainbow Wing. Now you can go back to Mahogany Town, and you will be able to go right to the Ice Path, and Blackthorn City.
