Start from the Pokémon Center, go North a little and then turn left on the first path. Keep going left, then down and go inside the building with a sign in front of it. You are now inside Goldenrod's Underground.

The north end of the underground tunnel (I assume you mean in Goldenrod City, not that other tunnel in Kanto) there is a branch off to the left side. Follow that branch and you will see a little camera sitting in the hall and to the left of that a counter with a hiker and some other dude sitting at it. If you just want a picture in a team rocket outfit, talk to the non-hiker. If you want the dress-up your Pokemon station, talk to the hiker. Have Fun!
