if u can get to 1 an 2 isle, just board the ferry and when he asks u where u wanna go, select 3 isle, if u cant get to isle 1 and2, u must beat gym leader blaine on cinnabar isle, then when u walk out of the gym someone (prof oak?) walks up 2 u an takes u 2 the isles.

After you beat the seventh gym, on Cinnibar Island, a ship will pull up on the east (right) shoreline, and Bill will come out and ask if you want to come. Say yes, and he will take you to One Island and introduce you to his friend, Celio, who will send you on an errand. Bill will give you the tri pass (giving you access to islands two and three, as well) to help you complete the errand.
