When you enter the lighthouse, go up the stairs. Keep going up as far as you can (to the 4th floor, I believe). To the right you will see a light on the floor coming from a hole in the wall. Go through that hole, you will be outside of the lighthouse and fall down to the 3rd floor. Go through the door in the front, you will be on the other side of the wall on the 3rd floor, and continue up from there.
