How do you get to island 4-7 on Pokemon FireRed?

To reach Island 4 - 6 (and 7), you need the National Dex from Prof. Oak. This Dex is obtainable after beating the Elite Four and having at least 60 different kinds of Pokémon.

Now, after receiving the National Dex from Prof. Oak, go back to Island 1 (Bill will be at the Cinnabar Island's PokéCenter if you're still in Kanto and need to have a transport to the Islands). Now go inside Island's 1 Pokémon Center and talk to Celio (the guy with his big machine). He will now open a cave in the north.

In this cave the Ruby Gem can be found (make sure you have a Pokémon with you who knows Strength). Return it to Celio and he will give you a Rainbow Pass, which gives access to Island 4 - 7.

You must beat Blane at the 7th gym in Cinnabar Island. After that, a guy will come up to you and give you a pass. If you already did that and it didn't work then you must beat the Elite 4. Once you have beaten Blaine (the gym leader of Cinnabar Gym) and exit the building, Bill will come up to you and ask if you want to come with him. If you say yes, he will take you to One Island to run and errand for him and a computer technician called Celio.

You need to beat the Elite Four. Then go back to One Island and talk to Celio (Bill's friend) in the town's Pokemon Center. He will tell you to track down a gem called the Ruby. Go to Mount Ember. Remember when you went to Mount Ember before beating the Elite Four? There were two Team Rocket Grunts standing together, talking about digging a hole in the wall. Those Grunts are gone now, replaced by a cave entrance. Go in and go to the back of the cave. You will obtain the Ruby. Go back to Celio and give him the Ruby. In return for your services, he will give you a Rainbow Pass, allowing you to sail to Islands Four, Five, Six, and Seven.

Once you have reached One, Two and Three Island after defeating Blaise, you must defeat the final gym and continue onto the Elite Four. After defeating the Elite Four and the champion, you will be given the privelige of journeying to the rest of the Islands.
