Head to Pyrite Town and go into the green building. Go through the doors and grab the Jail Key from the table. Next head to the Southern Cell and open it then talk to the person who is sleeping and take the key that is in his pocket. Now head back to the Pyrite Building and use the key to open the elevator that the girl was originally guarding. The elevator will take you down into The Under.
