Tornadus roams around the region after your first encounter on Route 7, of which you will hear of when the assistant in the gate between Opelucid City and Victory Road, notifies you of gigantic storm in the area. It can run from a battle straight after your first attack, similar to other roaming Pokemon in previous generations, so Mean Look (learned by the Zubat evolutionary line, among others) or the Master Ball (if you didn't waste it on Zekrom/Reshiram) is essential. (or a quick ball, as i used, after luckily hitting him down to one life point in my second encounter) You will know it is nearby when heavy rain starts as it did near the location you first encountered it, as this rain will intensify or decline, indicating your proximaty to Tornadus. It will appear in tall grass.

Well if you want to catch a tornadus get a golbat that knows the move mean look then use it on the tornadus and it cant escape intill u beat it or run or capture it then make it have low hp but have like over 40 ultra balls and start to throw them and hopefully u catch it
The hardest 5 Pokemon to catch in the game are: Cobalion, Terrakion, Virizion, Tornadus, Thundurus, and Landorus. All of them have a catch rate of 3, and are probably the ones you should use your Master Ball on. Do not use it on Reshiram/Zekrom. It's a waste of a Master Ball, because they both have a catch rate of 45. It's much easier to go after them with an Ultra Ball.Technically, you can catch all 5 of the ones I listed with an Ultra Ball, (like I did,) but sometimes it's just easier to use a Master Ball on them and call it a day. It's up to you, really.
You go to Route 7 after getting the Master Ball from Professor Juniper and going to Route 10.
These are the legendaries in pokemon white: Victini, Reshiram of Zekrom, Cobalion, Terrakion, Virizion, Landorus, Kyurem, Tornadus of Thundurus. Victini: Encountered using WIFI, spam ultra balls and try to inflict a status. Reshiram of Zekrom: Automatically encountered in the story, even in killed it will give you another chance to catch him. Just get him to low health and spam balls. Should have him in no time. Cobalion: Find in Misalton cave. Easy to catch really, like I said, low health, status injury, spam ultra balls. Maybe use dusk balls. Terrakion: A new cave opens in victory road and you must have strenth to get through it. Same tactic used for Cobalion. Virizion: Once Cobalion is captured, you will have access to a new area in Pinwheel forest. Same tactic as before but don't use dusk balls. Landorus: Catch Thundurus or Tornados and trade the other from another game. Go to the shrine. If you're attempting this, use the master ball. Thundurus of Tornadus: If you're not trying to catch Landorus, use the master ball. If not get a pokemon with the ability to trap pokemon in battles and use the tactic.
Tornadus is probably the best candidate for your Master Ball. Because it is a roaming Pokemon which can flee from battle, it's worth it for that assured capture. While it may not be as strong as Kyurem, Kyurem can nonetheless be captured the usual way with a bit of patience.
You Don't Get Thunderus In Pokemon Black. You Actually Get Tornadus. To Get Thunderus, You Must Trade With Someone From White Version Who Has Him... (Tornadus, And Thunderus Are The Entei, Raikou, And Suicune Of The Unova Region, Meaning They Run Away Every Time You Enter Battle With Them. So I Suggest Saving Your Master Ball For Them.)

She'll tell you the story about Tornadus. Once she's done you go outside and head East and Tornadus would fly in front of you and fly away again and the storm would be gone. It'll roam Unova. It is usually near Nimbasa City. The electric bulletin board would tell you where it is.When you see Tornadus, make sure you the Pokemon with the ability Shadow Tag or the Pokemon that is faster than Tornadus have Mean Look or Hypnosis. It'll flee if no action have been made.Hope this helps!
In pokemon white, you can catch Victini (limited offer that has already expired), Kyurem, Thundurus (runs first time, I suggest master ball), if someone gives you Tornadus, you can get Landorus in abundent shrine, Zekrom, Cobalion, Terrakion, and Virizion. Rumors say you can get these too, Reshiram, Zorua if you have a celebi, Zoroark if you have one of the kanto beasts (rumors say you can make eggs of the last two of them). You can also get a Volcarona and Larvesta if you want to consiter them legendary, but you can put them together in the day-care to make eggs.
