You just have to talk to the Elder there and answer his questions and regardless of your answers to his questions you'll pass the test however if you answer the questions with compassionate answers then he'll later give you a Dratini that knows Extremespeed however it'll just be a regular Dratini with no special moves, that is how you defeat the Dragon's Den in "SoulSilver."
