Okay. this is simple. you need a female of the pokemon you want. then, you go on wi-fi trade and get a male of the same species but it HAS to be from a different reigon. if you can't find, one, try a pokemon in the same egg group. for example: a female ledian from the US and a male spinarak fron Japan will increase the chance of a shiny ledian coming out of that egg. Yes, you need to breed them. there is a day care on route 3. it is called the Musada method. It may take a few tries, but there is a bigger chance of a shiny happening. you can read about egg groups on bulbapedia.
Yes, you can. You just need tons of luck and patience for it.
Thing is, I don't know what's a Wismur, but I know how to get shiny Pokemon. You have a 1 out of 8129 chances of getting a shiny Pokemon. Good luck.
Shiny Pokemon are VERY rare, you would have to be in a place where ditto appears and battle for a VERY long time, and be very lucky
its very unlikely if you find two or more shiny Pokemon in a row. the odds of finding a shiny Pokemon are 1 in 8192. youd be pretty luck if you fond two in a row.
Luck, and lots of it. There is a 1/2^13 (1/8192) chance that a given Pokémon is shiny. However, you can also use something called the Masuada Method: breed two Pokémon from two games of a different country, and you have a heightened chance of finding a shiny.
Pure luck.

luck You CAN get shiny Pokemon WITHOUT a full Pokedex(I have done it :P)
Luck.
Random luck. The Pokemon must be wild. You cannot change a Pokemon you already have into a Shiny.
Luck. You have a 1 in 8,192 chance of your starter Pokemon to be Shiny.
pure luck
There isn't any shortcuts for shiny pokemon, it all depends on luck
To get any Shiny Pokemon, you need: LUCK
You could get a shiny Pokemon for crystal but you need luck to catch one ("_")
same way with any other shiny pokemon, luck when walking in tall grass
It's mainly luck if you find a shiny Pokemon in Black. I was lucky and found a shiny Onix (yay) in Pokemon Platinum, but it's really rare. You're more likely to have your Pokemon get Pokerus (long story) than you are to find a shiny Pokemon. my best advice is to just go out and search grass like crazy. and FYI, i had played my Platinum game for more than 200 hours before i found the onix. ~Akiza
