You just need to get a good ring on all of them, which will require a good amount of Pokemon purified. For example, Water Type -> Fire Type -> Ice Type -> Grass Type would work since: Water beats Fire, which beats Ice, which beats Grass, which beats Water, and keep going in the cycle. Also, for some reason, you can use Normal Type -> Normal Type -> Normal Type -> Normal Type.

Most importantly, to get them at maximum, you need Pokemon that are weak/are good against another Pokemon. It's best to have Ghost > Ghost > Ghost > Ghost and Normal > Normal > Normal > Normal. You can also catch a bunch of Hoppips too, and just four of them make a perfect tempo. Four Wooper from the Cave area are also perfect tempo makers too. Make sure you trade from your GBA games so you can make more perfect tempos faster. Oh yes, the Aron's in the Cave place also make perfect tempos, since they're Steel and Rock, Steel > Rock. Gligar and Hoppip also make perfect tempos. So you can have two Gligar and two Hoppip to make a perfect tempo. Aron > Gligar > Hoppip > Wooper also makes a perfect tempo. There's endless combinations, but the Pokemon you have to work with in-game are all you have until you can trade~

You have to fill up your purifying chamber to the max. Make the best possible combinations in all nine of the chambers; Lugia goes in the ninth. Remember, you don't really need shadow Pokemon in the middle of each chamber. Go ahead and purify all but Lugia so you have more options in order to max out the tempo in the purifying chambers. Getting all the Pokemon in the right place takes a WHOLE lot of time (it reminded me of playing sudoku...), but the result was well worth it. Good luck!
